The UK is attempting to use artificial intelligence to tackle another thorny economic challenge—youth unemployment. At the Vault, a newly opened community center in Preston, Lancashire, an “AI crash-course bootcamp” for 16-to-24-year-olds is underway. This pilot project in northwest England, funded by taxpayer money, aims to help NEET youth (those not in education, employment, or training) acquire AI skills as a stepping stone into the workforce.
The UK currently has nearly one million NEET youth, accounting for just over one-tenth of that age group. At the same time, AI’s impact on the job market has become an increasingly prominent social concern. The UK government hopes the former can be addressed through the latter, rather than allowing AI to further exacerbate the youth unemployment crisis.
Official data shows the size of this cohort has returned to 2013 levels.

Participants are either already NEET or on the verge of becoming so. Eighteen-year-old Khadija Rafiq from Burnley sees the potential of this new technology. “Whatever career I pursue in the future, having AI skills will be really helpful,” she said.
Three-Week Course Linked to Corporate Apprenticeships
The bootcamp enrolls 70 participants in a three-week course specifically designed for NEET youth. Trainees learn to build AI tools, understand how businesses apply AI, and use the technology responsibly. Retailer JD Sports, food company Heinz, and IT firm Agilysys are among the partners offering AI apprenticeship positions exclusively for program graduates.
The program offers two apprenticeship tracks: one for young people interested in content creation, training them as AI marketing specialists; the other places them on IT service desks handling AI-related tasks. Bootcamp graduates who secure apprenticeships will join companies that already need these skills and have AI-related vacancies.
Lauren Monks, an executive at IN4 Group, which operates the program, said: “This project aims to fill talent gaps, boost business productivity, and help organizations of all kinds implement AI applications.”
Many people worry that entry-level positions are shrinking as AI displaces basic roles. For young people seeking their first job, mastering this technology can provide a competitive edge—advice commonly given to graduate recruits. Experts say the same logic applies to NEET youth, depending on which industry they plan to enter.
Seventeen-year-old Remy Simms plans to apply for the content creation apprenticeship track. He said the Preston course “changed my perspective on AI.” “The course taught me that people can work alongside AI rather than against it. I now understand AI much better and how it works.”
NEET Crisis Has Complex Causes
Former Labour cabinet minister Alan Milburn warned in a recent report that the UK could face a “lost generation” if the government fails to address the NEET crisis. Milburn’s proposals go far beyond AI bootcamps—he also calls for welfare system reform. The report notes that employment support programs launched by successive governments have failed to solve the problem at its root.
The 217-page report quantifies the scale of the issue. It estimates that the NEET problem has cost the UK approximately £125 billion (approximately $169.0 billion) in cumulative losses; six in ten NEET youth have never held a single job, compared with four in ten in 2005; for every £25 (approximately $34) the Department for Work and Pensions spends on youth welfare, only £1 (approximately $1.4) goes toward helping them return to work. The report also finds that today’s NEET youth are more likely to be economically inactive (53%) than unemployed (47%), with stark regional disparities—the NEET rate among 16-to-17-year-olds in Barnet, north London, is 1%, compared with 21.5% in Dudley in the West Midlands.
In international comparison, the UK’s position stands out even more. Milburn points out that a decade ago the UK’s NEET rate was close to the EU average; by 2025, only Romania among EU member states had a higher rate than the UK.

Currently, public discussion of AI’s employment impact largely focuses on the graduate job market rather than school leavers and non-university-educated workers. Many predict that repetitive entry-level tasks in banking, consulting, and law—previously handled by junior staff—will be taken over by AI.
Dr. Bouke Klein Teeselink, who researches AI and the future of work at King’s College London, said AI’s impact on jobs held by non-university-educated workers remains unclear. “Compared with the graduate job market, we don’t have sufficiently deep research on how AI affects the non-graduate job market.” But he believes this pilot could help identify approaches to bring more young people into the labor force.
Teeselink said the key test for the bootcamp and subsequent apprenticeship program lies in the quality of AI training and whether these new hires actually improve employer productivity. “I hope that when the policy is implemented, the government will be able to collect answers on both fronts.”
Youth Futures Foundation is a nonprofit that researches youth employment support. Its deputy chief executive, Chris Goulden, believes the rise in NEET numbers is not caused by AI. The UK still needs more apprenticeship positions to guide teenagers not planning to attend university onto vocational skills pathways.
“What we’ve observed is that the post-COVID rise in NEET numbers is not driven by AI but more by mental health issues and overall economic weakness,” Goulden said. “But we can’t afford to be complacent—AI applications are expanding every day and will disrupt a large number of jobs.”
He argues that if AI is taking away the “first rung” of the career ladder for young people, then teaching them to master the technology is a reasonable response. “Teaching young people to use AI is itself preparing them for the future.”
In Preston, bootcamp participants are eager to move to the next stage. When asked whether he would prefer to apply for the content creation or IT service desk apprenticeship, 16-year-old Hamid Mohammed-Asif from Blackburn said: “I’d be happy with either.”
Pilot’s Significance: Filling a Research Gap
The significance of this pilot extends beyond directly helping 70 young people find employment—it may provide policymakers with first-hand data on how AI affects the non-university-educated labor market. Currently, academic and policy research on AI’s impact largely concentrates on white-collar roles and the graduate job market, with relatively little attention paid to NEET youth and non-university-educated workers.
If bootcamp graduates successfully transition into apprenticeships and demonstrate in practice that AI training genuinely boosts employer productivity, the model could be rolled out across other parts of the UK. Conversely, if training quality falls short or apprenticeships become mere formalities, the pilot’s effectiveness will be greatly diminished.
For the UK government, the NEET problem is hardly a new challenge. The core argument of the Milburn report is that successive governments’ employment support programs have delivered limited results because they lacked systematic solutions. Whether AI bootcamps can become a key part of the breakthrough remains to be tested over time. But at the very least, it represents an attempt to turn technological change into social opportunity—not letting AI merely become a force that eliminates entry-level jobs, but making it a new ladder for young people to step into the workforce.
