If you’re looking for HRIS (human resource information system) features such as onboarding workflows and org charts, Rippling has it. It also has a workforce reporting functionality that can be used to unify your domestic and international HR data and monitor compensation trends by department or location.
Rippling’s pricing is vague. The company only shares that it starts at $8 per user per month, and there is no further information about plan options. A Rippling representative told the Underscored Money team that pricing is customized based on the apps, services and third-party integrations the prospect needs.

It’s also a good choice for businesses that want to offer localized benefits or get in contact with regional HR experts.

Further, Paycom’s employee-facing mobile app supports 20 different languages, which is why we’ve deemed it the best international payroll solution for multilingual teams.
Because Paycom’s Global HCM tool includes an applicant tracking system, you can post jobs in local markets. There’s also a learning management system (LMS) that can be used to deliver location-specific training to your employees.
Unfortunately, pricing for Paycom’s Global HCM system and the Beti payroll tool isn’t shared publicly. Details about TriNet’s partnership with G-P are limited, but here’s what we do know: You can recruit, hire, onboard and pay employees in over 180 countries through this service. You can also provide localized benefits to your workers abroad, and G-P will help you maintain compliance with relevant regulations. Plus, TriNet’s HR platform integrates with G-P to make it easy to manage international and domestic worker data in the same place.
We visited G-P’s website to get a better understanding of what the company does. Based on what we saw, G-P is an EOR service provider. Considering that TriNet isn’t an EOR, it’s safe to assume that if you want to use TriNet/G-P for international payroll, your team members would technically be covered by G-P’s EOR.

This is because TriNet doesn’t actually offer global payroll itself — it partners with G-P to offer that service. However, if your business could benefit from HR outsourcing, TriNet is a great option as it’s a certified PEO that can consult on various HR needs.

However, the company does have an international contractor platform that can be used in more than 30 countries by Justworks PEO customers, which is why we’ve identified it as the best international payroll tool for businesses interested in partnering with a PEO.
Based on information from Justworks’ website, the company’s international contractor platform (which it refers to as ICP) is technically an add-on to its PEO plans. The ICP is available only to Justworks PEO customers on the Basic or Plus plans. Basic is the lower tier and starts at $59 per month per person; the ICP can be added for an additional $39 per paid contractor per month. A few of the countries supported by the ICP include Great Britain, Canada, the Philippines, India, Italy, Germany, Portugal and Croatia.

Today, the company offers full-service payroll administration in 14 US states and Canada (all provinces and territories except Quebec). Considering that Wave’s payroll platform is a streamlined system that only offers the basics (payroll processing, tax filing and remission services, and reporting), we’ve deemed it the best option for simplified payroll processing.
While there aren’t any benefits administration features offered with Wave, you can calculate and apply benefit deductions in Wave. There’s also an employee self-service portal that can be used to access pay stubs and tax forms and submit vacation leave. Plus, the payroll platform integrates with Wave’s accounting software to make keeping up with your general ledger as easy as possible.
It’s worth mentioning that while Wave only offers full-service payroll in 14 US states, you can use the platform for self-service payroll in the other 36 states. With this offering, you have to pay and file paperwork yourself, but Wave will help by showing you what information you need and how much money each payroll run will cost. It’s also worth noting that it’s unclear whether you can actually run multinational payroll in Wave — it seems like you have to choose between the company’s Canadian and US payroll solutions. We did call Wave Apps HQ to gain some clarity on this, but we were unable to reach someone to talk to.

What didn’t make our list
One product that did very well in our international payroll evaluation is QuickBooks. QuickBooks Online Payroll has a host of payroll and tax-related features but doesn’t include global payroll services. We reached out to the QuickBooks team for clarification on this, and they told us that while QuickBooks Online Payroll can technically be used to pay employees outside of the US, to do so you need to process a manual payroll run and use an integrated app (such as Deel or Bill Pay) if you plan on direct depositing into an international bank account.
QuickBooks Payroll
QuickBooks is an accounting and payroll software provider. The company’s Online Payroll solution can be used by businesses of all sizes to compensate their team, calculate and file taxes, administer benefits and manage employee data. According to a QuickBooks team member, payroll subscriptions are available for customers in the US, UK, Canada and Australia. However, as we mentioned earlier, you’ll still need a third-party payment app to be able to compensate team members outside of the US.
QuickBooks offers three payroll plans: Core, Premium and Elite. Pricing for Core starts at $45 plus $6 per employee per month and includes all of the aforementioned features. The Premium and Elite plans add on time tracking and 24/7 customer support. Premium customers also get access to a dedicated HR advisor through QuickBooks’ partnership with Mineral. Notably, QuickBooks often runs promotions for these plans. At the time of our reporting, the company was offering new customers 70% off the base price of each plan for their first three months of service.

Who should use it
While you can create employee profiles for non-US employees in QuickBooks payroll, you can’t pay them through the app without an integration. For that reason, we don’t recommend using QuickBooks for international payroll unless you’re already a customer.

In some cases, an employer of record (EOR) service may be required to carry out global payroll administration. EORs can act as legal entities in foreign countries where your business isn’t registered, which means that you can hire across the world without having to establish an entity outside of your business’s home country. However, not all international payroll tools offer EOR services, so keep that in mind if you’re interested in securing this kind of service.

International payroll software features mimic those of regular payroll software, but there’s a key distinction: The features need to consider the nature of compensating workers across borders.
- Global payroll processing: The most essential feature of international payroll software, global payroll processing, allows you to establish pay rates, create pay schedules and compensate workers. Support for various currencies is usually included with this feature.
- Benefits administration: In many cases, international payroll providers can act as licensed brokers (or partner with one) in order to help you choose appropriate insurance plans and packages to offer to your international team members. If this feature is offered, benefit deductions will be automatically calculated and deducted from your payroll runs.
- Tax filing: Calculating, deducting and remitting taxes is a large part of payroll administration. Most international payroll software platforms have features that help you do this — in some cases, tax filing may even be automated.
- Compliance notification system: Top-rated payroll systems will alert you if you take action outside of compliance. In the case of international payroll tools, there is often a help center, knowledge base or team of experts that you can take advantage of to understand country-specific labor laws and how they impact your workforce.

Many software providers do not share pricing information, which means the cost of payroll software is always a toss-up. That said, Techopedia reports that the average cost of international payroll software is between $20 and $200 per employee per month (PEPM).
This is on par with the pricing information we found for some of the international payroll platforms in this list. Based on our research, most payroll providers do follow a PEPM pricing model. However, it’s important to note that you may incur additional fees for things like initial payroll setup and add-on services.

To help small and medium-sized businesses (SMBs) find the best international payroll platform for their needs, we researched top products using a specific set of desired data points. After we collected this data, we narrowed our list to 15 solutions based on 32 different metrics. We weighted each metric based on what matters most for small businesses. Using the final score for each product, we selected the eight that rose to the top of the list.
We also assigned each product an Editors’ Score encompassing four key areas before converting the final scores to a star rating out of five. This score doesn’t affect our selection methodology or assessment of key data points for ultimate list inclusion.

To determine how comprehensive each payroll system is, we considered the key features offered by each tool. Key features of payroll tools are functions that streamline the process of compensating employees such as wage calculation, overtime pay, expense management, support for various pay frequencies and automated reminders and notifications. In the case of international payroll systems, we also factored in whether or not the tools support independent contractor payments and allow international employees and contractors to be paid. Additionally, we considered whether the tools integrate with time-tracking and benefits administration software.

How do I process international payroll?
Processing multinational payroll runs is a complex process that requires navigating different laws, tax regulations, currencies and payment methods. For that reason, it’s best to enlist the help of a global payroll provider or EOR service to accomplish this.
How can US companies pay foreign employees?
You can pay foreign employees in several ways. The most simple option is to hire a foreign worker as a contractor, but this does put you at risk of misclassification. If you opt to hire the foreign worker as a full-time employee, you will either need to 1) use an EOR service to compensate them or 2) establish a business entity in the country where the employee lives and works.
Do you need to issue a 1099 to foreign workers?
